I am trying to find where i can make any user view any form submitted? At the moment users can only see forms submitted by themself

you can change the default filter (Please see image below)
Just to add to Marvins's response, you can also view all submissions to a specific form in table format via the submission screen. This is available by following the steps below:
Hover over the form you want to view all submission for
Click the "..." icon followed by "View submission"
